On 22 August 2023 the Council of Ministers approved, and on 27 August the King decreed, the Rights of Persons with Disabilities Law — 33 articles, published on 8 September 2023. Article 2 makes alternative communication, sign language named, a duty. Article 14 gives us the right to access written, visual and audio content. Article 22 makes assault or discrimination punishable by up to two years in prison or a fine of up to 500,000 riyals, doubled where the victim is a child; Article 26 fines organisations the same, doubled on repeat. Enforcement sits with the Authority for the Care of Persons with Disabilities and the Public Prosecution. The law is ours, with teeth. The screen that Article 14 promises is what we build.

The law now says:

Communication with persons with disabilities by alternative and appropriate means, sign language among them — Article 2. The right to access and benefit from written, visual and audio content — Article 14. Assault, physical, moral or material: up to two years in prison or 500,000 riyals — Article 22; for organisations, up to 500,000 riyals, doubled on repeat — Article 26. Rights of Persons with Disabilities Law, Royal Decree M/27, 27 August 2023.

And we know the exhausting part: 'visual and audio content' is a right without a quota. No article yet says which bulletin, which film, which platform — and the region's 'unified' sign language still competes with Saudi Sign Language for the interpreter's chair.
