The obligation you are under

The mandate is the market.

In plain words

Laws in many countries now require your service to be accessible. Most of those laws ask for captions. Captions do not reach most Deaf people. So you can pass the audit and still fail the audience — and the audit is getting stricter.

The European Accessibility Act is in force. In the United States, ADA Title II sets deadlines for public entities and their contractors. Local ordinances are arriving city by city. What almost none of them yet require is the one modality that reaches most profoundly Deaf people.

Compliant isn't the same as understood.

The European Accessibility Act has been in force since June 2025.

Captions run at 140–230 words per minute; median Deaf comprehension is around 100–140 — and comprehension falls as caption rate rises.

  • One person who owns accessibility and can sign off on what ships.

You do not bring interpreters, a studio, a content operation or a new CMS. The creators are already organised; that is the point of the community behind this.
