The Confederación Argentina de Sordos carried the same bill to Congress for sixteen years. On 13 April 2023 it passed: Ley 27.710 recognises Lengua de Señas Argentina as a natural and original language, an intangible historical legacy and part of the linguistic identity and cultural heritage of Deaf people across the whole country. It was published on 3 May 2023. The screens had been on notice far longer: since 2009, Article 66 of the audiovisual services law has required open television, its news and its programmes of general interest to carry closed captions, LSA and audio description, progressively. Progressively is the word the delivery has hidden behind. The law is ours. Now the screen.

The law now says:

LSA is a natural and original language of Deaf people throughout Argentina — Ley 27.710, sanctioned 13 April 2023, published 3 May 2023. Open television, local production on subscription systems, and news, educational, cultural and general-interest programmes must carry closed captions, sign language and audio description — Ley 26.522, Article 66, since 2009. And the regulator has had to remind channels not to cover the interpreter's box with headlines and logos.

And we know the exhausting part: fourteen years of 'progressively'. A duty with no date, enforced by asking channels to please not hide the interpreter behind a caption.

Sixteen years to be recognised. The delivery comes next — made by us. That is what ally is: Deaf and blind creators, paid to make the access — LSA, captions, audio description — delivered to any screen.
