The community built its own cinema. The law followed in 2016.

In January 2015 blind film lovers in Jakarta invented Bioskop Bisik — whisper cinema: a volunteer beside you, whispering the whole film. Fifteen months later Indonesia passed Law 8 of 2016, and Article 24 made sign language, braille and accessible communication a right in every official interaction.
It is the most convincing market research we have ever seen — demand so strong it invented its own access, and a duty now written into law. Nobody has delivered it across 17,000 islands.

The demand
A whisper can't reach 17,000 islands.
One whisperer serves one viewer, one screening at a time. Volunteers cannot scale to the fourth most populous country on earth — and they shouldn't have to.
~280 million people across 38 provinces and some 17,000 islands — the hardest place on earth to send an interpreter, and the easiest place to send a platform. Seeds: BPS national statistics.
Millions of Indonesians are deaf or hard of hearing; millions more are blind or low-vision — two communities, two undelivered promises. Seeds: BPS / WHO regional estimates.
The wrong language For decades, deaf students were taught in SIBI — an invented signed-Indonesian — while the Deaf community speaks its own language: BISINDO. Access delivered in a language you don't speak is not access. Seeds: Deaf community and linguistics literature on BISINDO/SIBI.

The promise
The duty is written.
- 2011 — Indonesia ratifies the UN Convention on the Rights of Persons with Disabilities.
- 2016 — Law No. 8 on Persons with Disabilities: accessibility duties across public services, information, and culture.
- Ongoing — implementing regulations extend the duties into broadcasting, services, and public facilities.
The demand invented whisper cinema.
The law wrote the duty.
Nobody industrialized the whisper.
What answering the whisper looks like
This is our region. We've seen the third act.
Next door in the Philippines, city councils are writing accessibility into local law with ally at the table — a cinema-access ordinance is past first reading. Deaf creators are paid to produce sign language, captions, and audio description on our platform, and Deaf residents of Bohol have been trialing the service in their own province. Three hours from Jakarta, we ran trials in Singapore with the Lighthouse and the Singapore Association for the Deaf.
And the whisper itself? We built it into glasses. Our patent-pending cinema technology delivers the film in synchronized sign language, captions, or described audio — every seat, every showing, no volunteer required and no screen touched.
Different countries. Same story: the community makes the access, institutions pay for the duty they already carry, and a citizen finally just buys a ticket.
Your market
Now read the whisper at full volume.
A Jakarta cinema where the whisper arrives through glasses — for every seat.
A government service that answers in BISINDO. The real one.
A streaming platform whose access is made by Deaf Indonesians, paid for their work.
38 provinces. 17,000 islands. One platform. And every sign language is a market someone organizes first — whoever organizes BISINDO, in the fourth most populous country on earth, keeps it.
The builder
This story needs its Indonesian builder.
We bring
- The platform, the API, and the creator playbook
- The compliance-to-comprehension playbook, proven city by city
- The brand, training, and the patent-pending cinema line
You bring
- Standing in Indonesia — exhibition, media, government, or the community itself
- Operating capacity and relationships across the archipelago
- Market investment, and the ambition to answer a decade of whispering
A licensed market operation, built with the local community — terms discussed directly. Deaf-led and blind-led organizations and entrepreneurs are explicitly welcome: the people who invented whisper cinema are exactly the kind of builders this story deserves.
More ways in
Sponsor the access
A brand underwrites screenings, creator content, or a service line — and speaks BISINDO to the fourth most populous country before its competitors do.
Distribute & integrate
Platforms, exhibitors, banks, and broadcasters carry the access to their own audiences through one API — with or without a market partner in place.
Host the first
A province, a city, or a cinema chain stages Indonesia's first full-volume Bioskop Bisik — every seat, no volunteer required. Bioskop Bisik is the community's invention; we credit it, we never claim it.
Invest
Back the Indonesian operation alongside an operator — or introduce us to the one who should run it. Investors
Next step
They proved the demand with a whisper. Answer it at full volume. That is the business.
Write to us — form, email, or a signed or spoken video message. The process: intro call → NDA → the Indonesia market dossier → terms.
